I'm building an internal tool to automate parts of our development workflow, and I'd like to use the Copilot SDK for it. Before I commit to it, I want to understand whether there's any difference in behavior or instructions between the Copilot CLI and the Copilot SDK.
Specifically: do they share the same underlying agent behavior and system prompt/instructions, or does the SDK behave differently from the CLI? Are there differences in how they handle things like default instructions, tool availability, or configuration?
